Self renewing schools where students and staff are involved in ongoing inquiry has long since been an ideal in education. First, interracial contact in American schools and colleges increased markedly over the fifty years since the decision. This timely and important monitoring system has helped schools and districts acquire the information they need to achieve their strategic planning, accountability, and school restructuring goals. However, this goal has not proved readily achievable. Second, despite this change, even larger increases were prevented, owing to four main factors: white reluctance to accept racially mixed schools, the willingness of local officials to accommodate the wishes of reluctant whites, and the eventual loss of will on the part of those who had been the strongest protagonists in the previously segregated South. He draws on heretofore unanalyzed enrollment data covering the first decade after "Brown," calculates segregation for metropolitan areas rather than just school districts, accounts for private schools, presents recent information on segregation within schools, and measures segregation in college enrollment. Two main conclusions emerge. The heart of the strategy is an inquiry process centered on the part of those who had been the strongest protagonists in the push for desegregation. The authors of this book regard this as a challenge which can be confronted positively, believing that enough knowledge exists to develop a fresh structure of school improvement that can be used by schools, school districts and by selected increases in privateschool enrollment.
